In Germany, every tin needs a German tax stamp, and the packaging may not state a flavour.
In short: in Germany, tin size is free again, the tax is high, and the packaging carries strict mandatory information. The key points at a glance:

In Germany, hookah tobacco is taxed twice. First comes tobacco tax at the pipe tobacco rate: a fixed amount per kilo plus a share of the retail price. On top of that, a separate surcharge on waterpipe tobacco has applied since 2022. VAT of 19% is added as well.
The surcharge has gone up in several steps since 2022. For a 200 g tin, taxes therefore make up a large part of the price.

Yes, the increase has been decided. On 15 October 2026, the Bundestag adopted a tobacco tax increase in several steps up to 2030. It also affects the pipe tobacco rate under which hookah tobacco is taxed.
For pipe and waterpipe tobacco, the new rates apply only from 1 March 2027. Compared with the first draft, the Finance Committee changed the pipe tobacco rates once more.
It is not in the Federal Law Gazette yet. Until then, the rates in the table above apply. We will add the new per-kilo amounts as soon as the law is promulgated.
Because it is prohibited. Since May 2016, packaging may not refer to flavour, smell or flavouring substances. That is set out in the EU Tobacco Products Directive and the German Tobacco Products Act. The aroma itself is allowed in hookah tobacco, only the reference to it is not.
Manufacturers switch to made-up names, numbers and abbreviations, so Lemon becomes Lmn, for example. Which flavour is behind a variety, you can see in our Aroma and Flavour properties.
In Germany, hookah tobacco carries the same warnings as cigarettes: the standard text warning, the note on more than 70 carcinogenic substances in tobacco smoke, and on both front and back a picture-and-text warning that takes up most of the surface. The BZgA smoke-free helpline is added to that.
Since 20 May 2024, the EU track-and-trace system has also applied to waterpipe tobacco. Every pack carries a unique code and a tamper-proof security feature. That way each tin can be traced from the manufacturer to the retailer.
On the 25 g pack of Loyal Grp Mnt #1 there is only an abbreviation. A flavour may not appear on the packaging.
The pack of Al Massiva Ghettolied shows a photo and warning text on the front, with the note on the smoke-free helpline below.
Even a small pack like Darkside Acot carries the complete picture-and-text warning, just like a 200 g tin or a kilo tin.
Brohood #14 Tbright combines a number with an invented name. This is how manufacturers tell their flavours apart without stating the aroma.
On round 200 g tins like Aino Lady Mammalade, the warnings run to the left and right of the label.
