Base is the unflavoured foundation for liquid mixing. Nicotine-free bases contain no nicotine; added shots change the strength of the finished mixture. Compare the stated PG/VG ratio and note the specifications for your atomiser.

Shot strength is not liquid strength
A shot with 20 mg/ml does not automatically result in a liquid with 20 mg/ml. 10 ml of this shot contain 200 mg of nicotine. Together with 50 ml of nicotine-free mixture they make 60 ml with around 3.33 mg/ml. The total quantity includes base, flavour and all shots. A higher VG share makes a base thicker; which ratio fits depends on the atomiser.
